Compass, the manual for human rights education with young people, was first published in 2002 within the framework of the Human Rights Education Youth Programme of the Council of Europe. A fully revised and updated version was published in 2012.

Compass provides youth leaders, teachers, and facilitators of human rights education activities, whether professionals or volunteers, with concrete ideas and practical activities to engage, involve and motivate young people in living, learning and acting for human rights. It promotes a comprehensive perspective on human rights education and sees young people as actors for a culture of universal human rights.

The publication of Compass in national languages of member states has proven a very important step in facilitating activities and advocacy for human rights and citizenship education, notably by making human rights education accessible and interesting.

The Azerbaijani version of Compass was published in 2018 and officially launched at a National Forum in Human Rights Education held on 10 December 2018 in Baku. Compass in the Azerbaijani language is also available online; the paper version can be ordered from NAYORA, the Ministry of Youth and Sport and the Council of Europe office in Baku.
