What is the aim of the Council of Europe’s youth policy?

Our policy fosters the Organisation’s values of democracy, human rights and the rule of law through non-formal education, youth policy and practice. Our programme focuses on the emerging generation and enables young people to become engaged and responsible European citizens who advocate human rights and participate fully in democratic life. The overarching themes that inform our youth policy are: human rights and democracy; living together in diverse societies; and social inclusion of young people.

What is youth policy?

“Youth policy is a strategy implemented by public authorities with a view to providing young people with opportunities and experiences that support their successful integration into society and enable them to be active and responsible members of their societies, as well as agents of change.”
