Statutory bodies in April 2024
Representatives from the European Steering Committee for Youth (CDEJ) and the Advisory Council on Youth (CCJ), statutory bodies dedicated to youth issues, gathered in Budapest from April 8th to 10th, 2024, for their biannual meeting.
During its meeting, the Joint Council on Youth (CMJ):
- Adopted a draft Committee of Ministers' Recommendation on climate action and young people. This recommendation is in line with the Reykjavik Declaration, which underscores the crucial link between environmental sustainability, human rights, democracy, and the rule of law. The recommendation emphasizes the importance of supporting youth-led efforts to address environmental challenges. The decision of was made on the same day as of the historic ruling of the European Court of Human Rights on the case Verein KlimaSeniorinnen Schweiz and Others v. Switzerland, Carême v. France
- Designated Rapporteurs for various areas, including Gender Equality, Roma and Traveller issues, Rights of Persons with Disabilities, and Rights of the Child, for the period of 2024-2025, underlining the commitment to addressing diverse youth-related concerns across the board.
- Reviewed the draft policy paper on the integration of a youth perspective and its work plan and provided guidance to the working group for further development of the document, noting that a final version of the policy paper should be prepared by its 52nd meeting in April 2025.
- Agreed that the 4th European Youth Work Convention will be organised in May 2025, hosted by Malta during its presidency of the Committee of Ministers and that the Youth Partnership will contribute to its preparation and running.
- Welcomed the invitation from Malta to organise the 10th European Conference of Ministers for Youth in September 2025 and held an initial exchange of views on expectations for the conference.
- Examined the current status of implementation of the five priorities for 2022-25, which are 1) revitalizing pluralistic democracy; 2) young people’s access to rights; 3) living together in peaceful and inclusive societies; 4) youth work; 5) intergovernmental co-operation on youth policy.
- Examined the developments with the Framework programme of co-operation in the field of youth policy in Ukraine and of the new youth project within the Council of Europe Action Plan on Ukraine.
The next plenary meetings will be held in Strasbourg on 22-23 October 2024.
