The Council of Europe Youth Department implements multi-lateral educational activities aligned with the priorities of the Youth for Democracy programme, with the participation of youth leaders and activists as well as youth policy stakeholders from all states parties to the European Cultural Convention.

In addition to this programme, the Youth Department implements bi-lateral co-operation activities in the field of youth policy with several countries. These activities may be within the Youth for Democracy programme, within specific bi-lateral co-operation agreements, or may be part of Council of Europe Action Plans with specific countries.

Bi-lateral co-operation activities seek to support member states in implementing the policy standards and approaches of the Council of Europe. Often focused on capacity building, these activities address both non-governmental organisations and public authorities with responsibilities in youth policy, in line with the principles of co-management and youth participation.
