Back New restrictions on NGO activities in Council of Europe member States

In this resolution, the Parliamentary Assembly stresses the importance of non-governmental organisations (NGOs) for the development and realisation of democracy, the rule of law and human rights. It also notices that the space for civil society has been shrinking over the last few years, especially in respect of NGOs working in the area of human rights, citing the examples of Hungary, Romania, Turkey, Russian Federation and Ukraine. It calls on the member states of the Council of Europe to review and repeal or amend legislation that impedes the free and independent work of NGOs; to ensure that this legislation is in conformity with international human rights instruments with regard to the rights to freedom of association, assembly and expression; and to refrain for adopting new laws that may put unnecessary restrictions on NGOs and their work. Authorities should create an enabling environment for civil society by supporting the work of non-governmental organisations and consult them on matters related to civil society and human rights.
