On 29 January 2024 Tobias Flessenkemper, Head of the Youth Department, and Clementina Barbaro, Head of the Youth Policy Division, met in Strasbourg with Mr Hyunsoo Choi, research fellow in the Social Security Policy Department of the Korea Institute for Health and Social Affairs, a national research institute affiliated the Prime Minister's Office of South Korea. 
Mr Choi, is a a member of the policy service area of the Digital Platform Government Committee, an advisory committee to the President of Korea. His major is social policy, but  he has been conducting research projects in the field of building and utilizing big data and digital platforms for major policy domain in Korea for the past 15 years. 
The Institute is currently building a youth policy recommendation and application linkage platform targeting young people who have low interest or participation in existing policies and service operation methods but have high digital utilization capabilities. 
In the process of investigating research and cases related to the promotion of digital platform government (e-government) in European countries, Mr Choi reached out to the Youth Policy Division to carry out an interview about the digital platform and policy services for youth in European countries. The meeting provided an opportunity to brief Mr Choi to Council of Europe youth policy and youth sector, and to exchange on available resources and studies on this matter, including from the Council of Europe/European Union Youth Partnership.
