With this recommendation, the Council of Europe introduces the Charter on Education for Democratic Citizenship and Human Rights Education (EDC/HRE), which is appended to the document. The Charter defines EDC and HRE and describes the relationship between both concepts. It is divided into four sections, each of which deals with specific aspects of EDC/HRE, such as objectives and principles (Section II), policies (Section III), evaluation and co-operation (Section IV). The provisions in the document refer to both formal and non-formal education. The Charter calls on the member states to foster the role of non-governmental organisations and youth organisations in education for democratic citizenship and human rights education, especially in non-formal education, by recognising them as a valued part of the educational system and providing them with the support they need. The explanatory memorandum is appended to the Charter.
