Meeting of the Monitoring Committee in Oslo, Norway

The members of the Congress Monitoring Committee met in Oslo, Norway, on 3 July 2019. They examined, for approval, the draft reports on the situation of local and regional democracy in Bosnia and Herzegovina and Russian Federation. The two local election observation missions in Turkey (31 March and 23 June 2019) gave place to an exchange of views pending the draft report. These reports will be presented for adoption at the 37th Session of the Congress to be held in Strasbourg from 29 to 31 October 2019.

The Committee also discussed the ongoing monitoring of the application of the European Charter of Local Self-Government in Armenia and Portugal. These reports will be submitted for adoption at the 38th Session of the Congress (17-19 March 2020).

The mandate for a draft report on the referendum at the local level was also on the agenda. In addition, with a view to the preparation of the second volume of the Human Rights Handbook for Local and Regional Authorities, the Committee discussed the themes that will be illustrated by good practices at local and regional level in Europe. The first volume, published in 2018, focused on combating discrimination against three groups: refugees, asylum seekers, migrants and displaced persons - Roma and Travellers - and LGBTI people.
