The European Charter of Local Self-Government lays down standards for protecting the rights of local
authorities and requires states which have ratified it to comply with a number of principles. Opened for signature on 15 October 1985, the Charter is ratified by all 47 Council of Europe member states.

Assessing the application of the European Charter of Local Self-Government in each member State is at the heart of the mission of the Congress of Local and Regional Authorities of the Council of Europe. This monitoring enables constructive political dialogue to be engaged with authorities in member states about local and regional democracy issues.
