Albania joined the Council of Europe in 1995 and ratified the European Charter for Local Self-Government (CETS No 122) on April 2000.
The Albanian Government has undertaken important reforms in the local democracy and decentralisation areas. The territorial administrative reform approved in 2014 reshapes the administrative map of Albania, while the new law on the organization and functioning of Local Government which is in preparation will re-define the functioning and the responsibilities of local governments.
These reforms provide for the implementation of a number of provisions included in Recommendation 349 on local and regional democracy in Albania, adopted by the Congress in October 2013. The activities organised by the Congress in Albania aim at providing a pluralistic platform of discussion for local authorities on issues of common interest and points of view and to make their voices heard when related legislation is drafted and discussed.
The project "Strengthening local and regional government structures and co-operation of local elected representatives in Albania” was developed in the framework of the Council of Europe Cooperation Document for Albania 2012-2014 and is implemented by the Congress in close partnership with the Centre of Expertise for Local Government Reform.
