Safer Internet Day 2022

On the occasion of the Safer Internet Day, we recall important tools and standard-setting documents recently developed by the Steering Committee on Media and Information Society (CDMSI), to promote a safe and enabling online environment for all internet users.

The Guidance note on Best practices towards effective legal and procedural frameworks for self-regulatory and co-regulatory mechanisms of content moderation offers orientation and a selection of practice-oriented guidelines to member states and other relevant actors on building approaches to content moderation that are both human rights-compatible and apt to achieve public policy objectives. The draft Committee of Ministers recommendation to member States on the impacts of digital technologies on freedom of expression and the draft Committee of Ministers recommendation to member States on combating hate speech, approved by the CDMSI at its 20th Plenary meeting (1-3 and 9 December 2021), will soon be submitted to the Committee of Ministers for adoption.
