This toolkit, aimed at enhancing citizen participation, is a reference tool and a practical manual realised under the Line of Action “Strengthening local elected representatives’ leadership” implemented by the Congress of Local and Regional Authorities, within the framework of the Council of Europe’s “Support to Consolidating Local Democracy in Armenia” project, with the financial support of the Government of Denmark. The toolkit presents the results of initiatives aimed at fostering citizen participation and dialogue between local authorities and community residents. It also includes guidelines and tips which can be applied to further projects as well as an overview of the legal framework for citizen participation at local level in Armenia and the reference texts of the Congress aimed at empowering local authorities to promote the exercise of the right to participate, and at encouraging citizen participation.
