A delegation of Ukrainian local authorities and members of the Association of Ukrainian Cities participated in a study visit to the 6th Open Government Partnership (OGP) Global Summit in Ottawa, Canada, from 29 to 31 May 2019. The objective was to foster the contribution of local authorities to OGP national commitments and to discuss challenges and opportunities related to transparency, citizen participation and accountability of local government.
The Ukrainian mayors reaffirmed their commitment to the implementation of open government principles in the framework of Ukraine’s OGP action plans, as well as to sharing knowledge and establishing synergies in this area between municipalities and regions. They presented Ukrainian good practices on open data, the public e-procurement system, gender budgeting and integration of internally displaced persons, which set the stage for further discussion, showcasing in particular the experiences of the Odessa and Ternopil City Councils on gender equality and e‑governance. On 28 May, the Ukrainian participants also met with members of the Ottawa City Council and the Federation of Canadian Municipalities to exchange good practices on amalgamation processes, municipal elections, public disclosure and access to information.
During the Summit, local and regional authorities from all around the world stressed the need to “localise” the implementation of open government standards, along with the Sustainable Development Goals. Stronger co-operation among all tiers of government and civil society will boost the impact and sustainability of open government initiatives and increase the resilience of democratic societies, while ensuring inclusion and diversity.
This event is part of a study visit to the Open Government Partnership Summit in Ottawa, Canada, organised in the framework of the project “Strengthening democracy and building trust at local level in Ukraine”, implemented by the Congress of Local and Regional Authorities as part of the Council of Europe Action Plan for Ukraine 2018-2021. The project aims to improve the quality of local democracy in Ukraine by strengthening institutional frameworks and by supporting local authorities and their national associations in their efforts to promote ethical decision-making and more citizen-oriented, responsive and transparent local governance.
