Congress recommendations on public ethics at the local level published in Arabic

The fight against corruption and the promotion of ethics is one of the priority areas of co-operation between the Congress and its Partners for Local Democracy, Morocco and Tunisia, whose current advanced regionalisation and decentralisation reforms also present the risk of a "decentralisation" of corruption.

Identified as a priority for action by the Congress, the fight against corruption in all its forms is a necessity in order to prevent risks and abuses of power and to maintain confidence in local and regional authorities. Indeed, the proximity of elected local and regional representatives and the type of powers devolved to the local level (planning, construction, social services) make the threat even more acute, while citizens' mistrust continues to grow.

For this reason, in October 2016, the Congress adopted a roadmap on activities to prevent corruption and promote public ethics at local and regional level and published a "Public Ethics" series comprising six thematic reports, designed as practical tools for public authorities.

Now available in Arabic (in addition to versions in French, Armenian, English and Ukrainian), the series presents the Congress' analysis and recommendations in the following areas: conflicts of interest, transparency and open government, transparency in public procurement, administrative resources and fair elections, combating nepotism, and protection of whistleblowers.

These practical guides will be widely disseminated to Moroccan and Tunisian local and regional elected representatives and their representative associations to help them apply the principles of good governance in their daily work: accountability, transparency, integrity, respect and non-discrimination, merit and impartiality.

These guides complement another Congress reference document for local elected representatives and their administration: the revised European Code of Conduct for all those involved in local and regional governance, which takes account of the new challenges facing those involved in territorial governance.

These publications have been produced as part of the South-Med Partnership programme adopted by the Congress in 2017, the purpose of which is to support territorial reforms and strengthen decentralised governance in beneficiary neighbouring countries. This programme contributes to implementing the local and regional dimension of the Council of Europe policy towards neighbouring regions, in particular the Neighbourhood Partnerships with Morocco and with Tunisia (2018-2021). The activities organised in this framework benefit from support by Liechtenstein, Norway and Spain.
