Xavier Cadoret: “There is no real local self-government without decentralisation of competences and finances”

“There can be no real decentralisation without the transfer of competences and relevant financial and human resources to the local level”, stressed Congress Vice-President Xavier CADORET at the opening of a workshop on the draft Code of local authorities, in Tunis on 30 September 2017.This workshop, co-organised by the Congress and the Tunisian Ministry for Local Affairs and the Environment, brought together 50 participants, including members of the Assembly of the Representatives of the People (ARP), representatives of the administration and national and international experts. It was opened by Mohamed Jbira, Chair of the Commission for the organisation of the administration and the affairs of the armed forces of the Tunisian Parliament, in charge of the draft Code, and Mokhtar Hammami, Director of the Directorate General of Local Authorities. The experts of the Congress Group of Independent Experts on the European Charter of Local Self-Government presented and discussed, with Tunisian experts and members of the ARP, their contributions on the topics of finances, municipal goods and services, competences and control of local authorities, in the perspective of the adoption of the draft Code, currently discussed by the Tunisian Parliament.
