Council of Europe Congress examined the application of the European Charter of Local Self-Government in Italy

A delegation from the Congress of Local and Regional Authorities, comprising rapporteurs Andrew Leadbetter (United Kingdom, ECR) and Randi Mondorf (Denmark, ILDG), made a monitoring visit to Italy from 9 to 12 October 2023 to assess the application of the European Charter of Local Self-Government in the country since the previous monitoring report adopted by the Congress in 2017. They were accompanied by Professor Nikolaos Chlepas, member of the Group of Independent Experts on the European Charter of Local Self-Government (Greece).

The rapporteurs exchanged views with the Minister for Regional Affairs and Autonomies, Roberto Calderoli, representatives of the Ministry of the Interior and the Ministry of Economy and Finances. The Congress delegation also met representatives of the Chamber of Deputies, the Senate, the State Council and the Court of Audit. The Congress delegation exchanged views with members of the Italian delegation to the Congress, as well as representatives of associations of local and regional representatives, representatives of the cities of Rome, Anzio, Bologna, Fontana Liri, Forlì and Nettuno, and those of the Emilia-Romagna region.

Italy ratified the European Charter of Local Self-Government in 1990. Countries that have ratified the Charter are bound by its provisions. The Charter requires respect for a minimum number of rights, which constitute the European foundation of local self-government. The Congress of Local and Regional Authorities ensures that these principles are respected.
