Recommendations for enhanced citizen participation

Jointly commissioned by the Congress of the Council of Europe and the National Association of Local Authorities of Georgia, the study on ‘institutionalised citizen participation: assessment of existing mechanisms in Georgia’ provided the basis for amendments to the Code of Local Self-Government.

Through an approach involving in-depth interviews and desk surveys, with the support of local authorities and civil society organisations, this comprehensive overview set out the main directions for improvement of citizen participation in Georgia. It is comprised of three parts: overview of the existing legal bases, description of the challenges and successes in practice, and recommendations. On this basis, and in consultation with central and local partners, NALAG have provided specific recommendations to improve the legal framework. These are currently under discussion in the Parliament and will feed into the citizen participation component of the new decentralisation strategy; the concept having been announced in January 2018.

The ‘Study on Institutionalised citizen participation: assessment of existing mechanisms in Georgia’ and its recommendations were defined and fine-tuned following expert meetings and a conference on ‘Institutionalised citizen participation: an instrument for democratic governance’ (15 June 2017, Tbilisi), and subsequent consultations. It was developed by the Congress of Local and Regional Authorities within the thematic programme “Strengthening institutional frameworks for local governance”, implemented jointly with the Council of Europe Centre of Expertise for Local Government Reform, Directorate General of Democracy. This programme is funded by the European Union and the Council of Europe, and implemented by the Council of Europe, through the Partnership for Good Governance 2015-2017 for Armenia, Azerbaijan, Georgia, Moldova, Ukraine and Belarus.
