The Bureau of the Congress met in Strasbourg, France, on 5 October 2018. Several items relating to the situation of local and regional democracy were on the agenda, including the progress of the work of the Reflection Group on Mostar, Bosnia and Herzegovina, and the results of the seminar on the European Charter of Local Self-Government held in Minsk, Belarus, on 11 and 12 September 2018. The Bureau members also discussed the programme of local and regional election observation missions in Bosnia and Herzegovina (7 October 2018) and Poland (21 October 2018).
In addition, the Bureau approved the agenda of the 35th Session (6-8 November 2018), as well as the draft reform of the functioning of the Congress which will be presented to all members at this session. They also discussed the draft resolution on the integration of the principles of the Code of Conduct for Local and Regional Representatives into the Congress' rules and procedures, as well as the draft resolution on the future of the European Local Democracy Week.
