The Congress Bureau met in Paris on 29 January 2019. In particular, members approved the agenda for the 36th Session of the Congress, which will be held from 2 to 4 April 2019 in Strasbourg under the theme "Mayors for the preservation of democracy". They also discussed the Congress' inter-institutional relations, in particular with the Committee of Ministers and the Parliamentary Assembly of the Council of Europe, as well as with the European Committee of the Regions of the European Union. Other items on the agenda included the preparation of the Congress' contribution to the Helsinki process on the future prospects for the Council of Europe, as well as the Congress' budget for the next 2020-2021 biennium.

The Congress' contribution to the reflection on the future of the Council of Europe was adopted on 2 April 2019 during the 36th Session of the Congress of Local and Regional Authorities.
