The Monitoring Committee of the Congress of Local and Regional Authorities chaired by Thibaut Guignard (France, EPP/CCE) met on 14 February 2024 in Strasbourg, France.
The Committee members examined reports on the monitoring of the application of the European Charter of Local Self-Government in Andorra, Croatia, France, Italy and Montenegro, as well as a report on the observation of local elections in the Republic of Moldova (5 November 2023). These reports will be debated during the 46th Session of the Congress to be held in Strasbourg from 26 to 28 March 2024.
The agenda included exchanges of views on the current situation in municipalities and regions in Ukraine, the situation of local and regional democracy in Spain and in the Republic of Moldova, the compliance by member States with the European Charter of Local Self–Government notably in Slovenia and with electoral standards in Serbia, as well as the Congress contribution to the execution of judgements of the European Court of Human Rights at local level.
The Committee further had an exchange on its work plan of monitoring visits and local elections observation in 2024-2025 and elected John CROWE (Ireland, EPP/CCE) as its 5th Vice-Chair.
