The Congress of the Council of Europe is organising the 4th round of the General Meeting of national associations of local and regional authorities on 13 September 2012 in Strasbourg (France). As a national association, you are an essential partner in the action of the Congress to further local and regional democracy. That is why the Congress, from 2006 onwards, established this event representing a unique opportunity for exchange and for developing our partnership. The gathering on 13 September will be an occasion to discuss the priorities of the Congress for 2013-2016, as well as the various subjects on which we could work together, in the light of your own experience, in your respective countries. We warmly invite you to join us, and would be glad to welcome you for this day of exchanges.

Three thematic debates to develop joint actions

Illustration 3ème Assises des associations nationalesThe day of the General Meeting will be an occasion to examine the priorities of the Congress for 2013-2016 with a view to their adoption at the 23rd Session this October, and also to discuss joint actions that might be conducted by the Congress and the national associations, concerning three subjects:
• the impact of the world financial recession on local and regional authorities
• ethics, transparency and the fight against corruption for good local and regional governance
• co-operation with the member and adjacent non-member countries of the Council of Europe.

ONE in FIVE: which role can the national associations perform in combating sexual abuse of children?

During this General Meeting, a debate will deal with the ONE in FIVE campaign of the Council of Europe to combat sexual violence towards children. The aim is to illustrate the concrete actions that the national associations and the local and regional authorities can conduct in this field. The Congress carries the local and regional dimensions of this campaign and encourages local and regional government to develop multidisciplinary structures and mechanisms and to promote a more child-friendly culture of towns and regions.

Antonella Cagnolati, Director of the Congress: The primary objective of the general meeting is to seek the associations’ views about the draft priorities adopted by the Bureau of the Congress before they are submitted to its members for discussion and adoption.  We want the priorities also to reflect the national associations’ aspirations for European action.  We therefore expect the associations to react to the priorities for 2013-2016 submitted to them and look forward to receiving their contributions. However, a further aim of the general meeting this year will be to submit proposals to the associations concerning action in priority fields for the Congress in respect of which we would like to conclude co-operation agreements with interested associations.
