Congress and Ukraine

Over the last 20 years the Congress has followed with active interest the developments in respect of local and regional democracy in Ukraine. Landmarks of co-operation are the Monitoring Report on the implementation of the Charter of Local Self-Government adopted in October 2013 (Rapporteurs Marc Cools, Belgium, ILDG, and Pascal Mangin, France, EPP/CCE) and, most recently, the observation of the pre-term local elections - including the vote for the Mayor of Kyiv - on 25 May 2014 (Head of Delegation Gudrun Mosler-Törnström, Austria, SOC, Rapporteur Nigel Mermagen, UK, ILDG).

Recommendations resulting from these activities include the review of legislation in order to remove restrictions placed on the competences of local communities in Ukraine, the strengthening of local self-government by increased financial autonomy as well as the broadening of independent candidatures at local elections.

Responding to recent political developments in Ukraine, the Congress has put together a package of comprehensive measures, in consultation with the Council of Europe action plan and urgent programmes for this country. A new Congress Post Monitoring-procedure, launched on 22 May 2014 at the Kyiv-meeting with First Deputy Minister Vlacheslav Nehoda, is at the heart of this package and aims at the concrete implementation of Congress recommendations.

Local democracy in Ukraine: signing of a roadmap for implementation of the Congress recommendations

On 20 May 2015, the Congress and the Ukrainian national authorities signed a roadmap for implementation of the decentralisation reform in Ukraine. The signing of this roadmap follows the adoption by the Congress of a recommendation on the situation of local democracy in Ukraine and constructive post-monitoring dialogue on the European Charter of Local Self-Government since 2014.
