Fact-finding visits by the Congress
Fact-finding visits, carried out in the course of the Congress' monitoring duties, are organised when the situation in a particular country gives rise to concern or needs to be clarified in the light of one or more of the provisions of the European Charter of Local Self-Government. During these visits delegations have met local elected representatives, governmental authorities, members of parliament, representatives of national associations of local and regional authorities and academics.

Belgium, 13 - 14 May 2008


Objective: to clarify the situation following the failure by the Flemish Home Affairs Minister to appoint mayors in three municipalities with special linguistic arrangements in the Flemish region.

Latvia, 14 - 15 April 2008


Objective: to assess changes in the situation since the Congress' adoption in 2005 of the report on "Local democracy and on the participation of non-citizens in public and political life at local level in Latvia".

Objective: to examine the complaints made about the suspension and dismissal of four mayors in south-eastern Anatolia.
