Initial Assessment Report of the Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State Project has been published

“Initial Assessment Report”, the first of three reports aiming at providing an “In-Depth Review of Turkish Administrative Judiciary” assessing the impact of the latest reforms and outstanding challenges facing administrative justice has been published. The report was prepared by Ray Burningham, Council of Europe international consultant, through visits, meetings, interviews, focus groups, research and analysis.

The report, prepared in accordance with various objectives stated in the Judicial Reform Strategy of Turkey, adopted in May 2019, focuses on the current status of the Turkish administrative judiciary, considering the caselaw, legislation and practices and addresses many issues as internal decision making processes, participation to judicial process and compliance with the courts’ decisions, as well as roles of public administrations, efficiency of the system, potential areas for improvement, training needs and court user experience in administrative judiciary.

The report has been shared with the Ministry of Justice, the Council of State, the Council of Judges and Prosecutors, Turkish Constitutional Court, Union of Turkish Bar Associations, the Ombudsman Institution, the Court of Accounts, Regional Administrative Courts, First Instance Administrative and Tax Courts, and Public Administrations.
