Roadmap for an Improved Administrative Justice Consulted with the Court of Accounts and the Ombuds-institution

The Draft Roadmap for an Improved Administrative Justice System, a living document, has been developed by a team of international consultants based on consultations with the key actors of Administrative Judiciary in Turkey in February 2020. Prescribing the contributions and collaborations of the key stakeholders for the improved quality of Administrative Judiciary, the Roadmap requires participation and commitment of all parties.

In this regard, a consultation meeting was held online on 19 November 2020 with the representatives of the Court of Accounts (CoA), along with the participation of an international consultant of the CoE, representatives of the Directorate General of Legal Affairs of MoJ and the CoE project team. The meeting focused on alternative dispute resolution mechanisms that could be applied, position of the CoA regarding pre-trial mechanisms and the institutional Board of Appeal. They agreed to provide detailed feedback on the Roadmap.

Following the meeting with the CoA, a meeting with the Ombuds-institution representatives was held on the same day with the same purpose. As an important stakeholder of the project and a direct beneficiary of the project activities, Ombuds-institution’s involvement is crucial for an improved administrative justice. The problems of the institution and its successes were discussed, and possible collaboration opportunities were addressed.

Both institutions declared their support and commitment to the project and based on the outputs of the meetings, the Draft Roadmap will be further elaborated and the possible integration of the Court of Accounts and the Ombuds-institution to the other pillars of the action will be considered.

The Joint Project on “Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State” is implemented by the Council of Europe, and co-funded by the European Union, the Republic of Turkey and the Council of Europe. The Turkish Ministry of Justice - Directorate General for Legal Affairs is the end beneficiary of the Project.
