It brings together key local stakeholders, including public institutions, prison and probation services, civil society, and private sector actors, to ensure discussions are both relevant and actionable. Rather than relying on purely theoretical exchanges, the programme combines moderated discussions with targeted interactive elements to encourage meaningful participation and problem-solving. International standards and good practices are integrated, ensuring that global frameworks inform, but do not overshadow, context-specific solutions. The overall aim is to foster dialogue that leads to concrete, locally adaptable recommendations and strengthened cooperation among stakeholders.

Representatives of the Steering Committee members, including the Directorate General of Prisons and Detention Houses, Ministry of National Education, Ministry of Family and Social Services, Civil Monitoring Board Members, Ministry of Health, Association for Monitoring Gender Equality, Union of Turkish Bar Associations, Directorate General for EU and Foreign Relations of the Ministry of Justice, Presidency of Strategy and Budget, as well as the Delegation of the European Union to Türkiye, will come together to support the effective management of the project.

European Union-Council of Europe Joint Programme 'Fostering Civil Society’s Support for Women’s Access to Justice in Türkiye'

Representatives of bar associations, municipalities and civil society organisations from six pilot provinces (Afyonkarahisar, Bilecik, Bitlis, Burdur, Tokat and Yalova) will come together to exchange experiences, identify barriers and practical solutions to strengthen local co-ordination, communication and referral pathways in the field of women’s access to justice, and provide feedback on a draft training guide aimed at enhancing the capacity of these institutions to deliver gender-responsive, victim-centred and trauma-informed services for women in vulnerable situations seeking justice.
