 Strengthening the capacity of public authorities to design, co-ordinate and implement Roma inclusion policies at local level;
 Strengthening institutional co-ordination mechanisms and the role and capacities of the National Roma Contact Point;
 Supporting the effective implementation and improvement of Roma Local Action Plans;
 Mainstreaming Roma inclusion and non-discrimination across relevant sectoral policies and legislation;
 Strengthening the operational and advocacy capacities of rights-based and Roma CSOs;
 Promoting meaningful dialogue and joint action among public authorities, CSOs and Roma communities;
 Increasing awareness of Roma rights and anti-discrimination standards among local authorities, CSOs and communities.

 Developing and delivering capacity-building and training programmes for public authorities, Roma co-ordinators and CSOs on human rights, anti-discrimination and Roma inclusion;

 Supporting the implementation of Roma Local Action Plans and strengthening the role and capacities of the National Roma Contact Point;

 Strengthening the capacity and participation of Roma and rights-based CSOs through training, networking, advocacy support and access to funding opportunities;

 Organising conferences, roundtables, monitoring and field visits to strengthen dialogue, co-ordination and accountability among public authorities, CSOs and Roma communities;

 Raising awareness of Roma rights, social inclusion and anti-discrimination through information materials, training, communication activities and public awareness initiatives.

 Public authorities in Türkiye have strengthened their capacity to design, coordinate and implement effective, evidence-based and Roma-inclusive policies and legislation.

• Institutional coordination mechanisms are strengthened at central, provincial and district levels.
• The National Roma Contact Point has enhanced coordination capacity, with clearly defined roles and responsibilities.
• Roma inclusion is more systematically mainstreamed into sectoral policies and legislation, informed by evidence on policy gaps, institutional responsibilities and coordination needs.
• Public authorities benefit from strengthened expertise, peer learning and practical tools for Roma-inclusive policy design, planning and service delivery.

 Local authorities, Roma civil society organisations and relevant stakeholders have strengthened their capacity to cooperate and engage effectively in Roma inclusion processes.

• Roma and rights-based CSOs are better equipped to participate in policymaking, implementation and monitoring at local level.
• Cooperation and structured dialogue between public authorities, CSOs and Roma communities are strengthened through consultation and joint initiatives.
• Local consultation, feedback and reporting mechanisms on Roma inclusion policies and Roma rights are established and operational at provincial and district levels.

 Roma communities in targeted regions benefit from more inclusive, participatory and rights-based local processes.

• Roma communities are more effectively involved in dialogue, consultation and joint initiatives concerning Roma inclusion and rights.
• Awareness of Roma rights and anti-discrimination standards among local authorities, CSOs and communities is increased through locally informed awareness-raising activities.
• Local cooperation and joint initiatives contribute to more effective implementation of Roma inclusion policies and the protection of Roma rights.
