Within the framework of the Joint Project on “Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State” a regional workshop on harmonisation of case/decision codes of the Council of State with the case/decision codes of first instance and regional administrative courts was organised between 24-26 June 2022 in Antalya, with the participation of 66 members of the judiciary.
Aiming to review current “case codes” of the Council of State, regional, tax and administrative courts and “decision codes” of the Council of State, to revise the categorisation of case codes and decision codes, and to identify the discrepancies, the workshop was attended by representatives from the Directorate General of Information Technologies, Directorate General of Judicial Records and Statistics, Directorate of Strategy Development of the Ministry of Justice, presidents from regional administrative courts and first instance administrative and tax courts, members from the Council of State and the Council of Judges and Prosecutors.
The consultant team will draft a Needs Analysis and Special Recommendations Report based on the decisions taken and feedback collected in the Workshop in a manner to comprise an example of new case and decision codes index and breakdown for administrative and tax courts, a conceptual framework and an implementation plan and the priority technical issues to be resolved.
The Joint Project on Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State is co-funded by the European Union, the Council of Europe and the Republic of Türkiye, and implemented by the Council of Europe. The Turkish Ministry of Justice - Directorate General for Legal Affairs is the end beneficiary of the Project. The Central Finance and Contracts Unit is the contracting authority of this Project.
