Monitoring appeals in the selected first instance courts and RAC - Second Meeting

Challenges and reform priorities with regard to the functioning of first instance administrative courts were discussed at a meeting held in Ankara on 23-24 October 2019 gathering 38 participants, including representatives from the Council of State, the Council of Judges and Prosecutors, Presidents and Members of Regional Administrative and Tax Courts from İstanbul, İzmir, Ankara, Samsun and Erzurum together with representatives of the Ministry of Justice, court staff from İstanbul, İzmir, Ankara, Samsun and Erzurum first instance administrative and tax courts, and national and international experts.

International comparative experiences related to the simplification of procedures and the managing of workload as well as international experience and examples related to court monitoring were shared. Participants could also share their experiences and ideas with regard to individual judges’ caseload, workload management tools, sustainability of present procedures for different types of disputes and opportunities for ADR.

The meeting contributed to the planning of the activity on monitoring appeals in selected first instance administrative courts and Regional Administrative Courts being conducted in the framework of the Project on “Improving the Effectiveness of The Administrative Judiciary and Strengthening the Institutional Capacity of The Council of State”, implemented by the Council of Europe (CoE) and funded by the European Union (EU), the Republic of Turkey and the CoE.
