Council of State Discusses Roadmap for an Improved Administrative Justice

 

The Draft Roadmap for an Improved Administrative Justice sets a framework for the implementation of solutions to improve the administrative justice system, setting the priorities and the timeline for the implementation of specific actions. It has been developed by a team of consultants on the basis of analysis and consultation with key actors of the Administrative Justice system in February 2020. The Roadmap is a living document: project stakeholders and beneficiaries will be fully involved in developing and applying it.

The Council of State, a key stakeholder for the project given its important role in the administrative judiciary, provided its comments and contributions in an online meeting on 30 September 2020. The event was attended by the Deputy Secretary General of the Council of State Mr Burakhan Melikoğlu and Rapporteur Judge Ms Emine Tuba Yilmazoglu, in addition to the project teams of the Council of Europe and the Ministry of Justice, Directorate General of Legal Affairs.

The meeting was very fruitful for the continuation of the ongoing cooperation with the Council of State and improvement of the Draft Roadmap. The Council of State’s positive comments to the Roadmap focused on the concrete results anticipated in it, in line with the Judicial Reform Strategy and the Council of State’s Strategic Plan. The Council of State also made specific recommendations for improvements in certain areas; specifically on good public administration decision making, alternative dispute resolutions, human resources, enhancement of quality, performance and productivity, ensuring access to justice, efficiency of administrative trial procedures and strengthening the institutional capacity of the Council of State and encouraging the unification of case-law.

The Roadmap for an Improved Administrative Justice, including the recommendations of the Council of State, will be discussed in the upcoming months with other relevant stakeholders.

 

The Joint Project on “Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State” is co-funded by the European Union, Republic of Turkey and the Council of Europe, and implemented by the Council of Europe. The Ministry of Justice, Directorate General of Legal Affairs is the end beneficiary of the Project. The Central Finance and Contracts Unit is the contracting authority of this Project
