A Comparative Review on Ombuds Published

A Report on A Comparative Review on Ombuds: Recommendations of Action for the Turkish Ombudsman and Guidelines for the Ombudsman and Public Authorities analysing the Ombuds Institutions across several Council of Europe member States and providing recommendations for the Turkish Ombud Institution has been published.

The report was prepared by the CoE Consultants Dr Naomi Creutzfeldt, Dr Nick O’Brien and Mr Marek Nowicki in consultation with the representatives of the Turkish Ombuds Institution, civil society organisations, public authorities and the members of the judiciary under the EU/CoE joint Project on Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State. The report presents a comparative overview of a range of Ombuds institutions and relevant examples of best practices. Emphasising the role of Ombuds institutions in protecting the rule of law and human rights in line with the Venice and Paris Principles, the report provides recommendations of action for the Turkish Ombud Institution.

The document is structured in four specific themes: (1) themes and issues from the qualities and powers of the Ombuds, to its relations with the individuals, public authorities and access issues in a democratic public administration, (2) specific recommendations on the strategic goals, institution’s relations with individuals and public authorities with special emphasis on access in a democratic public administration, technique and role of the institution, (3) recommended guidelines for Ombuds and public administration for further improvement and (4) best practices.

The report will be shared with the key stakeholders, including members of the relevant parliamentary commissions for further awareness.

The Joint Project on Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State is co-funded by the European Union, the Council of Europe and the Republic of Turkey, and implemented by the Council of Europe.
