Second Meeting on Review of the Guidance Materials for Court Users and Courts Staff Completed

The second of three meetings aimed at reviewing the guidance materials prepared by the pilot courts within the scope of the activity on increased efficiency in the selected Regional Administrative Courts (RACs) and first instance courts (A.4.2) was held in Ankara in a hybrid format.

The aim of the meeting was to revise for the second time and finalise the case petition templates and the guidance materials in accordance with the recommendations provided by the Inspection Board of the Council of Judges and Prosecutors (CJP) and the RACs.

The meetings were held respectively on 27 September 2021 with the 1st Group on Administrative Courts; on 29 September 2021 with the 3rd Group on Workflow; on 1 October 2021 with the 2nd Group on Tax Courts through physical presence of three CJP Inspectors; eleven judges, four members and six court staff from pilot courts in Ankara and online participation of five judges and three court staff from the pilot courts in Istanbul, Izmir and Gaziantep.

In addition, suggestions and opinions were received on the production of short brochures and videos, as well as on the proposed piloting methodology. Furthermore, procedural guidance materials on workflow for the court registries and job descriptions of the court staff were revised to ensure further standardisation and their completion and integration were agreed. These materials are also intended to be used, tested in training of courts staff and be available through UYAP.

Group 2 (Tax Courts): Petition Samples, Tax Trial Guide, Frequently Asked Questions

Group 3 (Guides for Court Staff): Job Descriptions, Workflow and Job Cards for Court Staff in First and Second Instance Courts

Guidance materials on ‘Administrative Trial’ are prepared by Pilot Courts in Ankara (i.e. RAC 1st and 14th Administrative Litigation Chambers and 2nd Administrative Court); on ‘Tax Trial’ by Pilot Courts in Istanbul (RAC 2nd Tax Litigation Chamber and 15th Tax Court); on ‘Job Descriptions and Workflow of Court Staff of Second Instance Courts’ by the Pilot Court in Izmir (RAC 3rd Administrative Litigation Chamber); on ‘Jon Descriptions and Workflow of Court Staff in First Instance Courts’ by the Pilot Court in Gaziantep (1st Administrative Court); on ‘Job Cards in First and Second Instance Courts’ by Ankara RAAC 9th Administrative Litigation Chamber.

Materials prepared and finalised for court users will be disseminated after the piloting phase.
