Consultation Meeting on Midterm Assessment Report with the Council of State

A consultation meeting was held online with the representatives of the Council of State, the Ministry of Justice, Council of Europe consultant, Ray Burningham, and the project team on 14 October 2021 with the purpose of receiving updated information from the CoS on the recent developments and advancement of the reform. This will contribute to the preparation of the Midterm Assessment Report, which will assess progress in the performance of the project interventions and developments in the Turkish administrative justice system.

The meeting focused on the annual reports and decision bulletins of the recently created Case Law, Statistics and Reporting Unit of the CoS and the added value of these publications. The meeting also provided a platform to discuss further co-operation with the Regional Administrative Courts and the Directorate General of Legal Affairs, awareness raising activities for the Administrative Judiciary and Human Rights Commissions of the CoS, the opportunity in creating an administrative judges’ network dedicated to the relevant jurisprudence of the European Court of Human Rights, the Turkish Constitutional Court and the CoS.

 

The Joint Project on Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State is co-funded by the European Union, the Council of Europe and the Republic of Turkey, and implemented by the Council of Europe. The Turkish Ministry of Justice - Directorate General for Legal Affairs is the end beneficiary of the Project. The Central Finance and Contracts Unit is the contracting authority of the Project.
