At the 10th Council of Europe Conference of Ministers Responsible for Youth in Valletta on 8–9 October, the ministers agreed on a Reference Framework on a Youth Perspective to support the more active engagement of young people in the Council of Europe's intergovernmental work, deliberations, and in policy and decision-making processes that concern them.
On 20 November, Miriam Teuma, the Chair of the European Steering Committee for Youth (CDEJ), and Nina Grmusa, the Chair of the Advisory Council on Youth (CCJ), joined the plenary session of the Steering Committee for Human Rights in the Fields of Biomedicine and Health (CDBIO) to discuss integrating a youth perspective into the CDBIO work, building on the strong, ongoing cooperation.
This exchange reaffirmed the CDBIO's commitment to collaborating with young people, learning from them, and taking joint action. Members emphasised the critical role of young people in shaping the future of emerging technologies and societal policies, recognising their unique perspectives as active users and future professionals. The implementation of the Committee's strategic action plan will be supported by strengthening youth participation, particularly in areas such as artificial intelligence and neurotechnologies. Key initiatives proposed include establishing a network of young people from various youth organisations to combine expert knowledge and lived experience.
Looking ahead, the Co-Chairs of the youth sector committees outlined the next phase of engagement: “The goal isn't just inclusion. It's transformation.” They emphasised the importance of identifying starting points in each context and adopting approaches that align with local realities, acknowledging that “there is no one-size-fits-all solution”. The overarching principle is to develop policies with young people, rather than for them, to ensure their meaningful participation and achieve long-term impact.
