Youth Perspectives in action: Council of Europe’s Partial Agreements after the Reykjavik Summit

The Reykjavik Declaration adopted by the Heads of State and Government at the 4th Council of Europe Summit in May 2023 has prescribed the integration of a “youth perspective” into the intergovernmental work of the Council of Europe, including Partial Agreements.

  REPORT of the Workshop on co-operation   

With the aim to explore new avenues of co-operation between the Partial Agreement on Youth Mobility through the Youth Card and other Council of Europe Partial Agreements, and seeing how the youth perspective is to be included in the work done under Partial Agreements, this workshop on co-operation was organised on 11-12 March 2025 in the European Youth Centre Strasbourg.

 35 participants took part in this brainstorming activity, among them the Partial Agreement’s member States, European Youth Card-EYCA member organisations, partners such as ERYICA (European Youth Information and Counselling Agency) and YFJ (European Youth Forum) and colleagues from the EDQM (European Directorate for the Quality of Medicines & HealthCare), EPAS (Enlarged Partial Agreement on Sport) and the Pompidou Group.

 They discussed, among other things, ways of enhancing the use of the European Youth Card as an effective tool of communication and flow of information between governments and young people, as well as between young people and the CoE Partial Agreements. Currently 9.2 million young people are youth card-holders in Europe.

The Workshop addressed some concrete ideas for co-operation between several Partial Agreements, in 2025 and next year, as well as in a long-term perspective.
