On 13 March 2026, the Council of Europe participated in a meeting of EMIL – EPRA’s Media and Information Literacy Taskforce, which focused on the role of media regulators in shaping and implementing national Media and Information Literacy (MIL) strategies.
During the session, Brian O’Neill, Council of Europe expert, and Elena Brodeala, Legal Advisor in the Council of Europe’s Freedom of Expression and CDMSI Division, presented the development process and key findings of the guidance document National Media and Information Literacy Strategies – Practical Steps and Indicators. The document was adopted in December 2025 by the Council of Europe Steering Committee on Media and Information Society (CDMSI) and provides practical guidance for member states on designing and implementing comprehensive national MIL strategies.
The presentation highlighted the importance of coordinated national approaches, evidence-based policymaking, and multi-stakeholder cooperation, as well as the valuable role that media regulators can play in supporting and implementing MIL initiatives.
The meeting formed part of EMIL’s ongoing work within the European Platform of Regulatory Authorities (EPRA) to strengthen cooperation and peer learning on media and information literacy among European regulators. It also provided an opportunity for regulators and experts from across Europe to exchange experiences and lessons learned from the development and implementation of national MIL strategies.
