The Council of Europe, through its European Committee on Legal Co-operation (CDCJ), is considering the possible development of a new international legal instrument or instruments addressing the administrative law aspects of the use of artificial intelligence (AI) systems by public authorities, in connection with policing, the administration of justice, and border control/migration.
In this context, the Council of Europe is launching a tender procedure to identify provider(s) to deliver consultancy services for the preparation of a feasibility study. The full details of the procedure, including the Terms of Reference of the future consultant(s), are set out in the Tender File / Terms of Reference.
Interested providers are invited to submit their documents, including the signed Act of Engagement, by email only, with attachments, to [email protected], using the following subject line:
Tender – Purchase of consultancy services for drawing up a feasibility study on the use of artificial intelligence (AI) in policing, the administration of justice and border control/migration
The deadline for submission of the tender documents is 27 May 2026 at 23:00 (Strasbourg / CET time).
