The Justice and Legal Co-operation Department of the Council of Europe publishes a full text of the Assessment of the 2014-2018 judicial reform in Ukraine and its compliance with the standards and recommendations of the Council of Europe. The Assessment includes:
- consolidated summary;
- assessment of the impact of the transfer to the three-level system of courts, the situation with trust to the judiciary and the changes introduced to the system of judicial discipline;
- assessment of legislative changes with regard to the judicial appointment, career, dismissal of judges, the self-governance of the judiciary, and on the procedural connection between the judiciary and the bar;
- assessment of the participation of the CSOs in the selection and assessment of the judiciary, the system of training and assessment of judges, the system of judicial administration and the powers of court presidents;
- assessment of the procedure of selection and appointment of judges to the new Supreme Court.
The Assessment of the 2014-2018 judicial reform in Ukraine was conducted and completed in October 2017- May 2019, within the framework of the Council of Europe project “Support to the implementation of the judicial reform in Ukraine” by the CoE international experts:

- Mr Nils Engstad, former President of the Consultative Council of European Judges, judge of the Hålogaland Court of Appeal, Tromsø, Norway;
- Mr Gerhard Reissner, President of the District Court of Floridsdorf, Vienna, Austria, member of the Bureau of the Consultative Council of European Judges, former President of the International Association of Judges;
- Ms Diana Kovatcheva, Associate Professor, Deputy Ombudsperson, Chair of the Bulgarian branch of “Transparency International”, Sofia, Bulgaria.
