The Justice and Legal Co-operation Department of the Council of Europe publishes a full text of the Assessment of the 2014-2018 judicial reform in Ukraine and its compliance with the standards and recommendations of the Council of Europe. The Assessment includes:

The Assessment of the 2014-2018 judicial reform in Ukraine was conducted and completed in October 2017- May 2019, within the framework of the Council of Europe project “Support to the implementation of the judicial reform in Ukraine” by the CoE international experts:

  • Prof. Dr. Lorena Bachmaier Winter, Universidad Complutense Madrid, Spain;
  • Mr Nils Engstad, former President of the Consultative Council of European Judges, judge of the Hålogaland Court of Appeal, Tromsø, Norway;
  • Mr Gerhard Reissner, President of the District Court of Floridsdorf, Vienna, Austria, member of the Bureau of the Consultative Council of European Judges, former President of the International Association of Judges;
  • Ms Diana Kovatcheva, Associate Professor, Deputy Ombudsperson, Chair of the Bulgarian branch of “Transparency International”, Sofia, Bulgaria.
