The Council of Europe recognises education as a key enabler of young people’s agency in society. Youth participation is integrated through student councils, youth consultation panels, and co-creation of curricula, especially in citizenship, diversity, and digital skills.

 The Council of Europe supports initiatives that target barriers to education for excluded or disadvantaged youth, funding innovation and peer-to-peer learning projects. Young people are collaborators in building education systems that are more inclusive, relevant, and ready for 21st-century challenges.
