During the meeting, participants engaged in discussions with Matjaž Gruden, the Director for Democracy and Tobias Flessenkemper, Head of the Youth Department, discussed and reached key decisions on several significant initiatives, including:

• Preparations for the 10^th Conference of Ministers Responsible for Youth. Scheduled for 8-9 October 2025 in Malta, the conference will take place under the Maltese Presidency of the Committee of Ministers of the Council of Europe. The preparations are steered by a Group of Senior Officials, including representatives from the European Steering Committee for Youth (CDEJ), the Advisory Council on Youth (CCJ), and the European Youth Forum.
• 4^th European Youth Work Convention. Taking place in Malta from 27-29 May 2025, the Convention will serve as a vital platform to discuss youth work’s role in fostering democratic engagement among young people. Organised in collaboration with the European Union - Council of Europe Youth Partnership, the event is expected to attract broad participation.
• Development of a Youth Perspective Reference Framework. Following up on the Reykjavik Summit, this initiative aims at integrating a youth perspective into the work of Council of Europe bodies and intergovernmental sector. The Reference Framework will also promote co-operation between young people, civil society organisations and policymakers in member States.

 The CMJ meeting also focused on the mid-term review of the Youth Sector Strategy 2030, the reform of the European Youth Foundation, the revision of the European Charter on the Participation of Young People, in collaboration with the Congress of Local and Regional Authorities, as well as on strategies for the implementation of the Committee of Ministers’ recommendation on young people and climate action, a roadmap on artificial intelligence, youth policy and youth work, and developments of the Quality Label for youth centres.

 The CMJ also steers the preparations of the Human Rights Education Forum, which will also mark the 30th anniversary of the European Youth Centre in Budapest and the 75th anniversary of the European Convention on Human Rights.

 During the meeting, the Committee reaffirmed its commitment to supporting Ukraine’s youth through longstanding engagement, bilateral co-operation programme, the European Youth Foundation, and the Council of Europe’s action plan.

 The 52nd session underscored the Council of Europe’s continued dedication to empowering young people, fostering democratic participation, and ensuring youth voices remain integral to policymaking across Europe.
