Joint Council on Youth Working Group advances Youth perspective framework

The Joint Council on Youth Working Group on the Youth Perspective is meeting on 21-22 January 2025 at the European Youth Centre in Strasbourg. The group aims to advance a reference framework for integrating a youth perspective across the Council of Europe and its member States. During the meeting, participants will discuss guiding principles and practical steps to integrate a youth perspective at all levels.

The meeting also provides a platform for exchanging research and practices with independent youth experts from the Youth Partnership. They will explore national and local approaches to youth mainstreaming and how youth perspective is used in policy making across Europe.

This meeting follows the 2023 Reykjavik Declaration, which called for greater youth participation in democratic life. The development of a reference framework for integrating a youth perspective across the Council of Europe and its member States will act as a living and dynamic standard, ensuring youth perspectives are implemented to benefit of current and future generations. It is set to be presented for adoption at the 10th Council of Europe Conference of Ministers responsible for Youth, scheduled for 8-9 October 2025 in Malta.

The Working Group consist of members of the Advisory Council on Youth, the European Steering Committee for Youth and the European Youth Forum.
