In 2017, the Committee of Ministers of the Council of Europe adopted the Recommendation CM/Rec(2017)4 on Youth Work, the first internationally agreed policy document that focuses on youth work explicitly, its value for society and the way ahead for its quality development in Europe. The recommendation includes the advice to examine the implementation of this recommendation five years after its adoption.

The Review Seminar will take place at the European Youth Centre in Strasbourg on 3-4 April 2023. The seminar will bring together actors from different member states and organisations in order to discuss the initial findings about the contributions to the implementation of the recommendation. The seminar will also provide a space to meet, exchange related experiences and plans for the future of youth work in Europe. 


 Aim

The aim of the Review Seminar is to collect additional data and discuss the initial findings on the contributions to the implementation of the Council of Europe Recommendation on Youth Work (CM/Rec (2017)4). 

A group of up to 25 participants, representatives of the Council of Europe Youth Sector, youth workers, youth work providers, policy makers and civil servants, will be invited to a 2-day seminar in Strasbourg, France. They will participate in focus groups, interviews and discussion rounds about strategies, measures, programmes, activities undertaken to contribute to the implementation of the recommendation. The seminar will also provide a space for peer learning and exchange of good practices and experiences. 

The main objective of the Review Seminar is to identify how different stakeholders contribute to the implementation of the Recommendation (legislative measures, programmes, developing and implementing strategies, projects, etc.) 

Further objectives of the Review Seminar are: 


- Getting a better understanding of the goals and objectives of the Recommendation from the perspectives of different target groups; 
- Collecting and reflecting on the expectations towards the Recommendation; 
- Sharing best practices on implementation of the Recommendation; 
- Reflecting on the role the Recommendation in the development of European youth work; 
- Exploring further the relevance of the Recommendation for the work of different actors. 

The outcomes of the discussions at the Review Seminar will bring an added value to the review of the Council of Europe Recommendation on Youth Work (CM/Rec (2017)4).

 

 Profile of participants

Participants of the seminar are expected to be representatives of: 

1)    Council of Europe member states and their authorities;
2)    Youth organisations and youth workers from the Council of Europe member states;
3)    Council of Europe Partner networks and organisations.

The Council of Europe welcomes applications from all candidates who fulfil the specific profile of participants, irrespective of gender, disability, marital or parental status, racial, ethnic or social origin, colour, religion, belief or sexual orientation.
