Call for Tenders - production of training materials

The “ProS4+: Promoting and Strengthening the Council of Europe Standards on Safety, Security and Service at football matches and other sports events” project is currently organising training events to promote the safety, security and service standards enshrined in the new 2016 Council of Europe Saint-Denis Convention and the 2015 Recommendation of the Standing Committee to the European Convention on Spectator Violence.

The training seminars aim to raise knowledge and awareness of standards and best practice in the area of safety, security and service at football matches and other sports events among the decision-makers and practitioners, including operational personnel involved in policing football events.

In this context, ProS4+ seeks to establish a pool of consultants/providers for the provision of producing training programmes and training materials. A call for tenders is being launched for this purpose. Further information can be found in the tender file and act of engagement below. Interested suppliers are invited to submit their bid by 28 October 2019 at the latest.

The Enlarged Partial Agreement on Sport (EPAS) provides a platform for intergovernmental sports co-operation between the public authorities of its member states. It also encourages dialogue between public authorities, sports federations and NGOs. This contributes to better governance, with the aim of making sport more ethical, more inclusive and safer.

  Did you know? 

EPAS aims to promote the development of any sport whose benefits are wide-reaching. It develops policies and standards, monitors them and helps with capacity-building and the exchange of best practices.

Different recommendations initially prepared by EPAS have been adopted by the Council of Europe’s Committee of Ministers. Recommendations such as the European Sports Charter are regularly monitored via support and follow-up visits in member states.
