Back Call for tender: opportunity to design an online self-assessment tool on safeguarding provisions in sport for young athletes

The Council of Europe’s Enlarged Partial Agreement on Sport (EPAS) is currently implementing the “Start to Talk” initiative.

Start to Talk is a Council of Europe call for action to public authorities and the sports movement to stop child sexual abuse in sport. By joining this call, governments, sports clubs, associations and federations, as well as athletes and coaches, pledge to take concrete measures to prevent and respond to cases of abuse.

In this context, the Council of Europe is looking for a service provider to design an online self-assessment tool on safeguarding provisions in sport for young athletes.

Please refer to the Act of Engagement, the Terms of Reference and the Technical specifications for further details.

Applicants are invited to submit their proposals including the duly completed and signed copy of the Act of Engagement, by no later than 15 October 2021.

Proposals are to be sent to [email protected], specifying “Start to Talk – self-assessment tool” in the subject line of the e-mail.

The Enlarged Partial Agreement on Sport (EPAS) provides a platform for intergovernmental sports co-operation between the public authorities of its member states. It also encourages dialogue between public authorities, sports federations and NGOs. This contributes to better governance, with the aim of making sport more ethical, more inclusive and safer.

EPAS aims to promote the development of any sport whose benefits are wide-reaching. It develops policies and standards, monitors them and helps with capacity-building and the exchange of best practices.

Different recommendations initially prepared by EPAS have been adopted by the Council of Europe’s Committee of Ministers. Recommendations such as the European Sports Charter are regularly monitored via support and follow-up visits in member states.
