The EU-CoE Joint Project on “Promoting Alternative Dispute Resolution in Turkey” held its Kick-off Meeting

The Kick-off Meeting of the European Union-Council of Europe Joint Project on “Promoting Alternative Dispute Resolution (ADR) in Turkey” was held online on 9 March 2021. The Project aims to improve the effectiveness of justice system and access to justice, as well as to ensure better functioning of the judiciary through decreasing the workload of the courts by enhancing the scope and use of ADR mechanisms in Turkey.

Representatives of the Directorate General for Legal Affairs (DGLA), the Directorate General for Criminal Affairs (DGCA), the Directorate General for Foreign Relations and EU Affairs of the Ministry of Justice (MoJ), the Council of Europe (CoE), the Delegation of the European Union to Turkey, the Directorate for EU Affairs of the Ministry of Foreign Affairs and the Central Finance and Contracts Unit (CFCU) attended the Kick-off event.

During the opening speeches, Head of the CoE Programme Office in Ankara Cristian Urse, Deputy Director General for Criminal Affairs of the MoJ Orhan Cüni and Head of Mediation Department of the DGLA of the MoJ Umut İlhan Durmuşoğlu expressed their welcome of the commencement of this important Action and emphasised their commitment and readiness for cooperation.

The Project Team introduced the Project and shared the activity plan for the Inception Period. It was explained that the focus of the Project is to promote and strengthen the application of mediation, conciliation and arbitration mechanisms in Turkey. In addition, the Project will support the MoJ in developing its capacity in strategic planning, policy development and co-ordination of ADR mechanisms.

With a total budget of 4 million EUR and a duration of 36 months, the Project will be implemented by the Council of Europe together with the DGLA, DGCA of the MoJ as the final beneficiaries and the Directorate General for Foreign Relations and EU Affairs of the MoJ as the lead institution.
