Training Provided for Specialised Conciliators

A five-day training for specialised conciliators was held in Istanbul on 3- 7 April 2023, during which 75 specialised conciliators were trained in conflict analysis and negotiation. The training was focused on:

  • Offences involving children,
  • Determination and negotiation of the damages caused by negligent injury offences,
  • The special situation of the victim in offences against physical integrity.

The event was attended by the staff of the Directorate General for Criminal Affairs of the Ministry of Justice, the Council of Europe consultants, 75 conciliators from different regions of Türkiye and the Council of Europe project team.

The new model will be implemented in pilot courthouses once the Ministry of Justice has established an appropriate operational mechanism for adapting the specialised conciliation model and has granted the necessary permissions for piloting practices within the existing legislative framework for the implementation plans of the pilot courthouses. Once plans come into force, specialised conciliators with expertise in specific areas will help to conduct the conciliation process in a more systematic and professional manner, in accordance with the best interests of the child and the principles of restorative justice.

 

This training was organised within the framework of the European Union-Council of Europe Joint Project on “Promoting Alternative Dispute Resolution (ADR) in Turkey”.

The Joint Project on “Promoting Alternative Dispute Resolution in Turkey” is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe. The Ministry of Justice of the Republic of Turkey – Directorate General for Criminals Affairs and Directorate General for Legal Affairs are the end beneficiaries of the Project. The Central Finance and Contracts Unit is the contracting authority.
