Recommendation CM/Rec (2018)8 of the Committee of Ministers on Restorative Justice is Now Available in Turkish

Recommendation CM/Rec (2018)8 of the Committee of Ministers to Member States Concerning Restorative Justice in Criminal Matters was translated into Turkish by the European Union-Council of Europe Joint Project on “Promoting Alternative Dispute Resolution in Turkey”. This Recommendation, which has been used as a reference document in the regulation on conciliation, is important for institutionalisation of the conciliation mechanism in Türkiye. The Recommendation, which includes points such as basic principles of restorative justice, basic principles that conciliators should follow while performing their profession, training of conciliators, aims to encourage member States to develop and use restorative justice with respect to their criminal justice systems. It promotes standards for the use of restorative justice in the context of the criminal procedure, and seeks to safeguard participants’ rights and maximise the effectiveness of the process in meeting participants’ needs. It also aims to encourage the development of innovative restorative approaches ‑ which may fall outside of the criminal procedure ‑ by judicial authorities, and by criminal justice and restorative justice agencies.

In addition, this Recommendation is embedded in the trainer’s guide of Module 1 - Basic Conciliation Training of Trainers, designed within the scope of the project. This document will be among the reference documents for all conciliation trainings in Türkiye.

 

The Joint Project on “Promoting Alternative Dispute Resolution (ADR) in Turkey” is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
