Preparations for the quantitative and qualitative survey on conciliation have started

The meeting on the survey that will be conducted to identify the problematic elements and their possible solutions related to the implementation of the conciliation mechanism in Turkey was held online on 12 January 2022 within the framework of the European Union-Council of Europe Joint Project on “Promoting Alternative Dispute Resolution in Turkey”. Representatives of the Directorate General for Criminal Affairs of the Ministry of Justice, the Council of Europe project team, international and local consultants, as well as the project team from the research company who will work on the survey participated the meeting.

During the meeting, participants discussed the survey questions and the population of the research among eight target groups: judges, prosecutors, conciliators, lawyers, conciliation bureau personnel, victims and offenders from the cases that reach and did not reach conciliation, and individuals who have never been involved in conciliation. The meeting provided the opportunity for the beneficiary institution and the CoE project team, including the consultants, to come together and share their expectations about the content and implementation of the survey.

The survey will be conducted in three regions, mainly within the jurisdictions of the three pilot courthouses: Istanbul, Ankara and Adana. The results of the survey will be used as a basis for developing the instruments and policies for improving the implementation and application of the conciliation mechanisms, as well as for adjusting the new pilot models and their application during the project implementation period.

The Joint Project on “Promoting Alternative Dispute Resolution (ADR) in Turkey” is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe. The Ministry of Justice of the Republic of Turkey Directorate General for Criminals Affairs and Directorate General for Legal Affairs are the end beneficiaries of the Project. The Central Finance and Contracts Unit is the contracting authority.
