Second Round of Training for Conciliators

The Training of Trainers (ToT) activities resumed in İzmir on 18 - 22 July 2022 within the framework of the European Union-Council of Europe Joint Project on “Promoting Alternative Dispute Resolution in Turkey”.

Within the scope of this activity, five-day training on nine modules were delivered on the following topics: Restorative Justice, Normative Regulations in Criminal Justice, Conciliation Process, Fundamental and Ethical Principles for the Conciliator-Disciplinary Law, Communication, Negotiation, Case Study and Practice, Training of Conciliation for Bureau Personnel, Adult Training.

Representatives of the Directorate General for Criminal Affairs of the Ministry of Justice, national consultants with expertise on restorative justice and communication, an international expert with expertise on adult training, 24 trainer candidates, as well as the Council of Europe project team attended the training.

Testimonials of the trainer candidates regarding the training of the trainer activities are as follows:

- “It is very important to design the trainings well so that the trainees acquire the relevant skills accordingly. It is also of great importance to apply a uniform and standardised method throughout the country. This training will pave the way for this purpose”.

- “It is obvious that this training of trainers is well-designed and has a systematic nature. We will apply these contents on the field. Later on, those who get these trainings will encounter with a well-structured methodology which will eventually contribute to the institution of conciliation.”

Following this training, 25 trainers among a total of 75 candidate trainers will also participate in the ToT for specialised conciliators on three modules: training on juvenile parties, training on negligent injury offenses, training on offenses against physical integrity. One of the main proposals of the Project is to develop specialised types of conciliation and to appoint the conciliators for specific cases requiring technical knowledge on the basis of their specialisation and experience. Therefore, the ToTs for specialised conciliators will put the Project’s proposal into practice and increase the effectiveness and quality of conciliation mechanism in Türkiye.

Once the ToTs for basic and specialised training on conciliation are completed, the conciliators in Türkiye will have specific training, specific legal knowledge on complex restorative procedures, practical experience, and specific communication and negotiation skills.

 

 

The Joint Project on “Promoting Alternative Dispute Resolution (ADR) in Turkey” is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe. The Ministry of Justice of the Republic of Türkiye Directorate General for Criminals Affairs and Directorate General for Legal Affairs are the end beneficiaries of the Project. The Central Finance and Contracts Unit is the contracting authority.
