Safety and security: preparing for major sport events

The 46th meeting of the Standing Committee of the European Convention on Spectator Violence (T-RV) will take place on 30-31 May 2018 at the Council of Europe headquarters, in Strasbourg.

Several crucial topics are on the agenda for the T-RV meeting:

  • elections for the positions of Chair, Vice Chair and Bureau member;
  • renewal of observer status granted to countries and NGOs;
  • preparation of the transition period for the Committee of the new convention (CETS No. 218);
  • planned monitoring visits;
  • revision of the Recommendation from 2015;
  • follow-up to the Working Group meetings on the preparation of UEFA EURO 2020;
  • follow-up and outcomes of the current Council of Europe/ European Union Joint Project "ProS4+"; and
  • international co-operation with partners.

Beforehand, on 29 May, the Working Group on the preparation of UEFA EURO 2020 will hold its 4th meeting. This Working Group is leading international co-operation between all the relevant stakeholders involved in the preparation of this tournament, including the 12 host countries, UEFA, INTERPOL, EUROPOL, the EU Think Tank of football expert group, Football Supporters Europe and Supporters Direct Europe. At this meeting, they will discuss the following relevant topics:

  • the state of play of the tournament preparations;
  • exchange of views between the match commanders;
  • plan visits to priority countries (starting with Azerbaijan, Hungary and Italy in 2018); and
  • peer review exercise in the Netherlands in 2019.

The Council of Europe Convention on an Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events was opened for signature on 3 July 2016 in Saint-Denis (France), at a UEFA EURO 2016 quarter-final match.

To date 29 States have ratified the convention and 10 have signed it.
